The problem

- Contractor performance is a feeling rather than a number, and the full picture only exists once someone builds a board pack by hand at month end.
- By then a fire safety certificate has lapsed, or a lift contractor has racked up its seventh repeat callout. Nobody can say which buildings need attention today without phoning around.
